Associations urge the new government to put disability rights at the heart of the 2026-2031 programme
On 5 October 2026, the Moroccan Observatory for Inclusive Education (OMEI) and the Moroccan Union of Associations Working in the Field of Intellectual Disability (UMAHM) called on the Head of Government to place the rights of persons with disabilities at the heart of the 2026-2031 government programme, following the September 2026 legislative elections.
Key demands
- A five-year national strategy across sectors.
- Accelerate the rollout of the disability card to all prefectures and provinces within three years.
- Complete the implementing texts of Framework Law 97.13.
- Publish the joint decrees under Accessibility Law 10.03, especially for transport.
- Make the 7% quota effective in the public sector and set a private-sector quota.
- Integrate the care economy into social protection.
Why it matters for families
These demands are not only about associations: a card rolled out faster means easier access to rights, complete regulations mean simpler procedures, and accessibility means moving, studying and working without barriers.
